Bug description:
  According to the oslo document here:
  http://docs.openstack.org/developer/oslo.utils/api/timeutils.html#oslo_utils.timeutils.isotime

  oslo_utils.timeutils.isotime() is being deprecated.  It is being used in neutron in:
  /neutron/db/agents_db.py

  You can see it causes a stderr in the gate checks here for example:
  http://logs.openstack.org/82/228582/13/check/gate-neutron-python34/5b36c34/console.html
