  [LBaaS v2] API tests performance needs to be improved

Status in neutron:

Bug description:
  LBaaS v2 API tests take a lot of time to run, for example
  test_health_monitor_non_admin takes over 9 minutes [1] and
  test_pools_non_admin - over 12 minutes [2]. These tests can be
  optimized in order to decrease execution time.
