  Service group's DB driver dies if local conductor is used

Bug description:
  If using local conductor, the DB driver for servicegroup is subject to
  failure.  It is currently only catching MessagingTimeout exceptions,
  which will not occur as there is no indirection API present.

  In the event of a temporary DB connection issue, the DB driver will
  not recover if local conductor is used.
