  File based domain config checks contain unused code

Status in OpenStack Identity (keystone):
  Fix Released

Bug description:
  The domain config processing handles the case when the config settings
  are coming from a domain-specific config file or via the API
  separately.  However, there is some redundant code in the check for
  multiple sql drivers for the file based case. which is a hang over
  from when this code path tried to handle both cases.  This can now be
  removed.  Example:

              if not config_file:
                  config_file = _('Database at /domains/%s/config') % domain_id
              raise exception.MultipleSQLDriversInConfig(source=config_file)
