This came up as a comment in this review:

The above patch chooses a gateway for the DHCP namespace that is
consistent with the gateway that the DHCP server hands to new VMs
booted on to the network as shown by my devstack testing.
The DHCP agent doesn't appear to take in to account whether that
gateway has been realized. From the comment by gongysh:
1. there is a quantum router's interface is on the subnet which is taking the gateway ip
2. and the gateway ip is physical one itself.
