  Add config value to enable debugger friendly monkey patching

Bug description:
  eventlet.monkey_patch() plays havoc with some debuggers.  It would be
  good if there was a configuration option to do
  eventlet.monkey_patch(os=False, thread=False) when the option value
  was true.
