  Agents default to admin_state_up

Bug description:
  In the file neutron/db/agents_db.py (line 154) a new agent is
  automatically set to state 'admin_state_up=True', which means routers
  or networks will be assigned to this agent almost immediately.

  Ideally, the new state would be configurable to allow situations where
  new network nodes are brought online, and can be validated before
  scheduling any work for the new agent.
