  Change INACTIVE status used in FWaaS and LBaaS into DOWN

Status in neutron:
  Expired

Bug description:
  INACTIVE status is used in FWaaS and LBaaS because DOWN is introduced
  later.

  INACTIVE should be changed to DOWN to be consistent with other network
  resource status.
