  Evaluate sys.exit() usage in neutron codebase

Status in neutron:
  Expired

Bug description:
  Directly calling sys.exit() in the code is problematic due to reduced testability.
  We need to evaluate each sys.exit usage and change it to raising appropriate exceptions.
