  Better exception handling in nuage plugin

Status in neutron:
  Expired

Bug description:
  There are cases within the current nuage plugin code where upon
  exceptions the right error msgs are not reported back. While Nuage
  backend supports and supplies these errors correctly, plugin needs to
  proxy them back to users in a clean fashion.
