  neutron should provide available advanced services API

Status in neutron:
  Expired

Bug description:
  I think it may be meaningful to expose available advanced services to users. 
  For example:
  $neutron adv-service-list
  the command would show all available services in detail (service_type, service_provider, status, etc) for users including FW/VPN/LB.
  Users would have a clear knowledge about all active services and can use all the neutron services.
