    Delete python bytecode before every test run.
    
    This should eliminate the need to clean -x -i to kill pyc files in
    your local directory to get tests to pass.

Bug description:
  Because python creates pyc files during tox runs, certain changes in
  the tree, like deletes of files, or switching branches, can create
  spurious errors. This can be suppressed by PYTHONDONTWRITEBYTECODE=1
  in the tox.ini.
