Bug description:
Nova boot from image (Create new volume) fails when image size is
greater then 10 GB.
Steps to reproduce-
1- Upload a 10 GB image
2- Try launching an instance using option "boot from image (Create new volume)"
Actual Behaviour-
Instance will fail to launch at block device mapping with error -
"VolumeNotCreated: Volume 1ea1406f-5c84-4042-b8d7-93ec48666912 did not
finish being created even after we waited 194 seconds or 61 attempts"
During this process boot volume is created successfully.
