    Fix metadata service security-groups when using Neutron
    
    The metadata service was hard-coded to lookup security groups from the
    DB when it really should go through the security group API.

Bug description:
  Using the metadata to get the security groups for an instance by

  curl http://169.254.169.254/latest/meta-data/security-groups

  Doesn't work when you are using neutron. This is because the metadata
  server is hard coded to look for security groups in the nova DB.
