Move Detail page styling into theme
This patch creates a breadcrumb header component and moves the detail
styling into the theme. This should make it easier for themes to
override.
- Alter the breadcrumb header padding, so that everything is aligned correctly
after the bootstrap tabs patch: https://review.openstack.org/#/c/246004/
- Add a small margin under tabs, to account for both details and
workflows; remove the previous workflows-only padding.
