two demo tenants: demo1 and demo2
demo1 owner network net1 with subnet

### steps ###
1, create rbac rule for demo2 to access net1 as shared;
2, create a port(port-1) on net1 by demo2;
3, run "neutron port-list" to call get_ports to get ports for/by demo1;
expected: return result should contain port-1 for demo1 is network owner;
observed: return result doesn't contain port-1
