Fix capitalization of IP
It should be "IP" not "ip". Change strings
that are user visible or documentation strings.
Include some small updates in updated strings.
This does not change any comments.

Bug description:
During translation of nova for liberty release, we noticed many
inconsistent usages, especially in the capitalization of IP. IT should
really be "IP" or as plural "IPs".
