  Description
  ===========
  I've created a Pool via Horizon with "Admin State Up = No", the pool was created with PENDING_CREATE status.
  I've added 2 members, the pool remained in PENDING_CREATE status.
  I've added a vip, the pool became ACTIVE although the "Admin State Up = No".
