[Bug 1526137] [NEW] when upgrade openstack-dashboard many times, httpd service start failed

there is a bug in post script of openstack-horizon.spec  :

sed -i "/^from horizon.utils import secret_key$/d" /etc/openstack-dashboard/local_settings
sed -i "/^SECRET_KEY.*$/{N;s/^.*$/SECRET_KEY='`openssl rand -hex 10`'/}" /etc/openstack-dashboard/local_settings

When upgrading dashboard rpm,  SECRET_KEY in /etc/openstack-
dashboard/local_settings will be updated, and it will be swallow a line
of the config file  at the same time.  so after upgrding openstack-
dashboard for twelve times, the line of "CACHES = {" will be deleted,
and the bug happened.
