[Bug 1526660] [NEW] enable os-inherit by default

The OS-INHERIT 'extension' has been around since Icehouse. It was always
disabled by default. But with bp move-extensions bringing in all the
extensions and enabling them by default, we should enable this one too.

Note that OS-INHERIT does not have any database migrations, and it's
code all lives in the assignment package, so there is much less work to
migrate it over compared to the other extensions.
