Title:
  get_sync_data should not be part of the db class for the l3 API

Status in neutron:
  Expired

Bug description:
  get_sync_data collects information to be sent to the l3 agent for synchronizing logical router state.
  However, several quantum plugins, which use this mixin, do not leverage the l3 agent.

  This code should therefore be moved away from the db class, ensuring
  on the other hand that the routine is still called by every plugin
  which uses the l3 agent.
