Bug description:
  "Delete Instance" looks better than "Terminate Instance" for consistency.
  We use "Terminate Instance" for the action label of deleting a server.
  I think "Delete Instance" is more consistent from the point of both consistency across OpenStack Dashboard and consistency with nova/openstack CLI.

  In addition, I think "Delete" is easier for users to associate this operation will delete the instance data completely.
  "Terminate" is a strong word and native English speaker can image this operation crashes the instance and we can never use it again, but it is not easy that non-native speakers can understand such kind of nuance of the word.
