    Add ability to clear image description
    
    Currently there is no way to clear
    image description field. Even if user
    left description field empty, it will
    not be cleared since empty description
    will not be sended to glance.
    
    This fix add to Horizon ability  send
    empty description.

  It is impossible to clear description for image

  Steps to reproduce:
      * Create image
      * Set description for created image
      * Ensure that description is set
      * Try to remove description and save

  Expected results:
      * Image description is empty

  Real results:
      * Description is still here
