I am running Horizon (ii  openstack-dashboard                 2:8.0.0-3)
liberty on Debian Stretch. When a user create a image in horizon, the
owner of image is always left NULL, and the image is invisible in
dashboard. However, if I create the image in CLI by "glance image-
create", the owner is correctly set.

Also, I tried to manually change the owner to user, but the dashboard
still not show that image. The list returned by "glance image-list"
shows the correct image.
