[Bug 1532353] [NEW] call ip route del before ip link delete for delete_net_dev quagga/zebra look for netlink event and since ip link delete does not trigger any route never get flushed

When nova delete the interface with ip link it silently flush the route
and Quagga is unaware of those changes and quagga/zebra  is out-of-sync.
