Only if you are creating a admin user, the password fields are
mandatory. we can create an instance without a  admin user.

Attachment is missing to confirm the bug.

  Trove Username/Password not required fields

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  In Horizon Databases, when you launch an instance, there is an
  Initialize Databases tab. The Initial Admin User and Password fields
  are mentioned as required (in the help text) but they are not enforced
  to be required.  See attachment for Horizon view.

  Solution: Change 'required' to True for these form fields.
