    Support javascript translation for plugin
    
    It's not possible for plugins to contribute translations to the javascript
    message catalog. Right now our files are hardcoded to allow only
    contributions from horizon and openstack_dashboard. This patch fixes
    the issue.

  Javascript message catalogs need to be retreived from plugins

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  It's not possible for plugins to contribute translations to the
  javascript message catalog. Right now our files are hardcoded to allow
  only contributions from horizon and openstack_dashboard applications

  openstack_dashboard/templates/horizon/_script_i18n.html

  I believe the solution will be to look through all of the applications, possibly filtering by a setting in the enabled file in order to dynamically build and use this page:
  horizon/templates/horizon/_script_i18n.html
