  Launch Instance Wizard - Security Groups Available table count not
  working

Status in OpenStack Dashboard (Horizon):

Bug description:
  Angular Launch Instance Wizard > Security Group Step:

  The Available table is acting strangely.  Please take a look at the
  Available table in the attached screenshot.

  Default Security Group is selected by default, but it is still showing
  up in Available table, and also 'No available items' row.  So there
  are 2 rows.

  Also, if I have more than one security group, the Available item count
  is incorrect.  If I try to allocate multiple, they don't show up in
  the Allocated table.  Opening up browser console shows me these
  errors:

  Duplicates in a repeater are not allowed. Use 'track by' expression to
  specify unique keys. Repeater: row in
  ctrl.tableData.displayedAllocated track by row.id, Duplicate key: 1,
