  fatal: Path 'releasenotes/notes/new-oslo-reports-option-
  619c3dbf3ae320fb.yaml' does not exist in
  '8b65185c14447d30dc323f1a43de8d9b253fae04'

  That release note was deleted when we did this revert:

  And it appears reno isn't handling it (or the sphinx extension).
