This patch:https://review.openstack.org/#/c/232735/ have delete horizon/templates/horizon/common/_data_table_table_action.html this template,
but horizon/tables/actions.py still use it, so will have the error:
TemplateDoesNotExist: horizon/common/_data_table_table_action.html
