[Bug 1536088] [NEW] give net a parameter about launched_at time

Public bug reported:

When we create an instance, it will record the launched_at time. But for net and subnet, no such info is provided.
For network manager, the time is important to locate network problems, especially when check the log file.
Could we add this info for net and subnet?
