  Can't boot with bdm when use image in local

Bug description:
  when boot vm with bdm like this:

  nova  boot --flavor 1 --nic net-id=xxxx --image xxxx
  --block-device source=image,dest=local,id=xxxx,size=2,bootindex=0 test

  it raise a error:Mapping image to local is not supported.

  But in nova  it said :

    # if this bdm is generated from --image ,then
     # source_type = image and destination_type = local is allowed
