  cisco n1kv plugin: when launching vm fails, the ports not get cleaned
  up

Status in OpenStack Dashboard (Horizon):
  Won't Fix

Bug description:
  in cisco n1kv plugin, port gets created during launching vm instance.
  But upon failure of launching, the ports are not cleaned up in the
  except block.

  The issue can be easily recreated by creating a network without subnet
  and then use the network for vm creation.
