  LBaaS "Configure neutron agents" docs page needs to be updated

Status in neutron:
  Won't Fix

Bug description:
  The OpenStack Cloud Administrator Guide has a section called
  "Configure neutron agents" with a section called "Configure Load-
  Balancer-as-a-Service (LBaaS)" that is out of date.  This needs to be
  updated for LBaaSv1 (lbaas->q-lbaas, etc.) and LBaaSV2.
