This is not doable as it would be a change of behavior. Marking as Wont
Fix.

Status in OpenStack Identity (keystone):
  Won't Fix

Bug description:
  In V3, in order to change the password, a user should only be allowed
  to provide an unscoped token

  
  In V2, we allow scoped, so we will continue to allow that.  However, passing in a trust token will be specificially restricted.
