    Don't decide web_framework before config parse
    
    This ensures that the config files passed on the CLI
    are parsed before the choice is made based on config options
    to launch pecan/homegrown wsgi handler.

Bug description:
  The 'web_framework' option does not work correctly when the process is
  invoked via the command line because the --config-file arguments are
  not loaded at the time it is called so it always defaults to 'legacy'.
