    Fix bug when enable configuration named dnsmasq_base_log_dir
    
    DHCP agent will report an error when enable configuration
    named 'dnsmasq_base_log_dir'.
    
    For example, if this configuration is set to '/tmp'.
    The code checks dir '/tmp' if exists. This is wrong.
    The right way is to check '/tmp + [network_id]' existence.
