    Allow setting default value for config_drive
    
    This adds a setting that can be used to specify the default value
    for the Configuration Drive option when launching an instance.

Title:
  Horizon configuration option to enable Config Drive by default

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When launching an instance from Horizon, there is a "Configuration
  Drive" option under the "Advanced Options" tab.  The option is
  disabled by default.  A cloud deployer should be allowed to configure
  Horizon so that this option is enabled by default.

  Background:
  The neutron metadata service does not support IPv6 (see https://bugs.launchpad.net/neutron/+bug/1460177).  As a result, IPv6 only instances need to use config drive to access their metadata.  Because of this, a cloud deployer may want config drive to be enabled by default in cloud environments supporting such instances.
