  Invalid

Bug description:
  Experimental job for Nova API services under Apache2 fails with error message:
  "Syntax error on line 4 of /etc/apache2/sites-enabled/nova-api.conf Invalid process count for WSGI daemon process."
  And apache config contains line:
  "WSGIDaemonProcess nova-api processes=0 threads=1 user=stack display-name=%{GROUP}"
  Option 'processes' can not contain 0 value.
