create bugs for code refactoring. reserve bugs for real issues

  remove keystone/clean.py

Status in OpenStack Identity (keystone):
  Invalid

Bug description:
  clean.py should be removed and everything should move to jsonschema
  validation.

  This requires extra work because v2 api still utilizes clean.py for
  validation/sanitization of objects/refs.
