When running Horizon from devstack, where WEBROOT is /dashboard the
ngImages panel doesn't work.

In the navigation the URL when click images is http://9.5.127.184/dashboard/project/ngimages/ but the page seems to redirect to
http://9.5.127.184/project/ngimages/
