    Remove migration_helpers.get_default_domain
    
    Since a default domain isn't created during migration,
    get_default_domain() shouldn't be a migration helper.

Status in OpenStack Identity (keystone):
  Fix Released

Bug description:
  
  When keystone-manage bootstrap creates a domain it doesn't have a description. Normally the description is like "Owns users and tenants (i.e. projects) available on Identity API v2."

  Testing this requires that the default domain isn't created by
  keystone-manage db_sync, which it normally is.
