[Bug 1550505] [NEW] unable to change anything for any/all projects

We are unable to make any changes for a project, this is related to the
quotas and calculation of quotas for subnets.
As an admin, the subnet list count is giving me a high number, say 1000.
This is because it is listing all subnets everywhere.
When I try to make changes to a project (quotas / permissions /
anything), it first calculates if the new values are ok. As part of
this, it find the subnet quota to be something like 20 for the project I
am working on. However, it counts all 1000 subnets as mine - and then
says this change is not allowed.
