Title:
  attach port when VM is down，port status is active

Status in neutron:
  Invalid

Bug description:
  1 Create a OVS port.
  2 Attach this port to a vm,whic is shutdown.
  3 Use nova interface-list ,we found the status of this port is 'ACTIVE' if fact this should be 'DOWN'
