    Disable shared option for non admin users in network
    
    While creating or editing the network, the shared option is
    shown to all users but only admin users can only set shared
    property for network.
    
    so disabling the shared option for non admin users.

  non admin users should not allowed to create shared network

Bug description:
  In current create/edit network form showing the shared checkbox to all the users.
  to create a shared network the user must need a admin right.
  so the shared option should be shown only to the admin users.
