Public bug reported:

It is possible to create an instance with no Admin password and no key
pair. In the end the instance will be created with a random password but
you will never get it. And you won't be able to log in your server.

How to reproduce:
Setup your instance as usual but in "Access & security" don't select Key pair ("No key pairs available") and leave "Admin password" blank.

Behavior suggested:
If no key pair is selected and password inputs are blank, the form must return an error and asks us to set at least an Admin password.
