During running rally test create_and_delete_routers (standard test) on
env with L3 HA enabled (3 controllers, 1 compute, liberty) getting about
50% failure with "Not enough l3 agents available to ensure HA. Minimum
required 2, available 1."

so agent considered to be dead for server

lower than 10 the number of failing tests is reduced.
