  refactor looping of WMI Query for iscsi devices down into
  get_device_number_for_target

Status in os-win:
  Fix Released

Bug description:
  In the review of https://review.openstack.org/#/c/55449 the idea that
  perhaps the looping WMI query should be implemented within
  get_device_number_for_target so that the couple of places that call
  the function could all benefit from the change.  Unfortunately the
  recommendation was made late in the review cycle.

  Given the late nature of the comment it was decided to move making the
  additional change out to this bug and go with the current
  implementation for the time being.
