[Bug 1556884] [NEW] floating-ip association is allowed via router interface
Public bug reported:
after a recent change [1],
floating-ip created on an external network associated to a router via a router interface (not gateway port)
can be assocaited to a port on another network connected to the router.
i believe it isn't intended to be allowed.
