[Bug 1530850] Re: Neutron QOS bandwidth limit anomaly
I didn't observe that in my deployments, and it's the linux kernel what
it's responsible of that specific behaviour (policing). I suspect it
could be related to your kernel HZ.
What kernel are you using?.
